Proposed update to Blacklists #2

Here's a proposed update to the lists to be more comprehensive.

Part of this new blacklist is the updated list of IP Bogons, refreshed every 4 hours. This incidentally breaks the update again because of the way the Bogon list is written.

The noted additions have been manually added. The script does work with both the v4 and v6 fullbogons lists from team-cymru.
