This one of a few update suggestions for the sign-up page - a page that is causing a lot of confusion with current and potential users. The terms of using Water Reporter are available through a link on the welcome page, however, users never have to agree to the terms and there is no link on the sign up page. As a CYA measure, you might want to add a link on the sign up page and add a check box for new users to agree to the terms of Water Reporter.
