"New Feature" functionality needs completed

Problem

Users will have no way of knowing that the new group functionality is available.

Solution

Add a notification to the User Profile page. Displayed as other messages are displayed. Upon clicking the call to action within the notification the user will be directed to the Edit Profile page and jump down to the Groups section.

Enhancements/Nice to Have/Not in scope necessarily

• Cookie to remember if you've turned the notification off
• Add Join Group functionality for featured group in the message
