no level up animation/update

when you level up, you dont get the animation, and your hp/mp doesn't raise

when you relog your hp/mp goes up, so its a screen update issue.

this is recent, as of the last few revisions

k I was wrong on part of it, it does update your hp/mp on screen, you just dont 
get the level up animation.

I'm still on the old connector along with all of our playerbase

i tested it with both connectors and both are fine but sometimes the server has 
a spike i noticed last night and that prefends the update animation. but ye 
thats why i whas cleaning out the bad got and imports. but i cannot do this 
anymore. (see teamgroup) the server has allot spikes of this problems.

I dont think this is caused by lag, it worked fine 2 days ago.  A change
someplace is preventing the levelup animation, not lag spikes lol

sames to work i did it till lvl 20 popups lvleffect everytime :p good fix. but 
still odd if you check the changes on the file you can see i didnt removed 
anything. this whas allready excist then after you added lvl hp mp full after 
lvl up

I had to go a few revisions back to spot it. Maybe want to make sure it
isn't duplicated i didn't check thoroughly
