Monsters with spells should have a CD on use #208

Monsters that have spells like the dark elf or kurtz will spam there spells 
until they are out of mana, this isnt live like, live like has a CD type in 
between casting spells and shouldnt be constantly spamming it

it is hard to kill bosses like the kurtz without them having a CD on spells, 
but i did fix it temp by having set there MP at the cost of the skills MP and 
then with Mpr set that to the skill cost in MP then set the regen time to every 
8 seconds therefore him casting it every 8 seconds, but thats only a temp fix.

i added it on r673 maybe we need to att all the spells if they not work all.

this tickets can be closed they are fixed and merged in into the github.
