Exp lost for 49+ #218

Exp loss is bugged for 49+
it should be as i remember in retail
48 and below - lose 5%
49 - 2%
50 and above 1%

you still loose 5% even if your above 49.

was this a loa thing?  It's been too long so I could always be wrong, but I 
don't seem to remember dep being that way
