Update the README. #1

Update the README for Eclipse and general improvements.

I'd like to see the command, sudo java -jar target/wpa-1.4-SNAPSHOT.jar, in the readme somewhere so it's clear how to run it outside of the pi and eclipse. Also, a mention that the configure.properties file needs to exist before you can run it locally would also be nice.

So, even though the sudo java -jar target/wpa-1.4-SNAPSHOT.jar is in the run.sh in the start folder, you would like it in the README. I can do that.
