This is a continuation of PR#109

@marcparewatttime Marc, this PR adds a new data source, the Energy Information Administration. Andy submitted this back in February and I dropped the ball for a while on aligning it with our conventions. You can see the comment history in PR#109. All the tests for the new code pass. What do you think? Any suggestions?

I probably won't have time to look at this in any detail for a few weeks, but if it passes tests and doesn't interfere with any existing code, it seems fine to merge for now.
