Output participant IDs and completion statuses #814

In order to know whom to pay, it would be helpful to send the list of payment IDs to the experimenter. Ideally, they could enter an email address in the batch config and have it sent to them.

For now, just output this list to the server console.

Created a gmail account for the deliberation machine user, should be able to send using curl: https://stackoverflow.com/questions/72513359/can-curl-no-longer-send-emails-using-gmail-accounts
