Weird bug to allow access to Final diagnoses and Final diagnoses exclusion

Describe the bug

Even if Issa had the access to study Fever Travel, in his medal-c he couldn't access Final diagnoses and Final diagnoses exclusion (Empty sections) To allow him to see whats going on in Final diagnoses and Final diagnoses exclusion (in Fever Travel), I had to activate access to Dynamic Tanzania.
