Config file and default parameters required for `consensus.py` script #12

Currently, the consensus.py script contains hard coded parameters source code . Therefore, a config file and default parameters are required to remove hard coded parameters, which will allow user to change the consensus parameters if needed.

todo:

[x] File appropriate defaults for the consensus step
[x] Generate a consensus_config.yaml configuration file.
