USPS - handle special characters in name #284

Describe the error: Name post according to wiki standard, but continue to receive "Name the post office according to this region's standards for USPS post offices".

Wiki states: Contract Postal Unit (CPU): Primary Name: Post Office - CPU [Station] Alternate Name: USPS Alternate Name: [ZIP]

Tested: Post Office - CPU Nichols Lock and Key and it turned green. Changed to Post Office - CPU Nichols Lock & Key and it reverts back to blue. The "&" appears to be the problem.

Church St Station appears to not fit the rule
