Make configuration parameters

To put in one or several configuration file:

• Facebook credentials
• Twitter credentials
• Plivo credentials
• Server name/host port where the social backend is running
• address of the mongo DB

Some of then need to be overidable with environment variables as well:

• mongo address: MONGODB_URL
• server port: SERVER_PORT

It seems this is done, except for the environment variable?

The file at https://github.com/Waziup/Socialbackend/blob/master/src/main/resources/parameters.properties contains Twitter, Plivo, Facebook, mongo parameters. I'll close this issue and open another one for the environment parameters.
