I confirm the same wrong behavior trying to EDIT an existing notification ...if one wants to EDIT a notification by clicking on the little pencil icon then a new push up window opens asking for creating a NEW Notification instead of displaying the contents of the existing notification as a starting point and "Edit Notification" on top of this push up window.
