New DLL event: (Rogue)Traders #89

OVERVIEW

Many players complain about how weak the natives are in the mid\late game. A fundamental problem is that natives rarely get access to weapons and horses unless a human player actively supply them. Consequently, the natives end up almost defensless after the Europeans have built up their economy \ military. I want to introduce a mechanism so that the natives can acquire these yields. My proposal is that we introduce the "rogue traders" which appear as smuggling ships carrying weapons and horses. These ships will spawn on the (European) ocean plots, carrying muskets and\or horses and then seek out indian coastal villages and sell their cargo to them. After this they will return to the European ocean plot and then despawn. We can think of these traders as originating from Port Royal where they make their living from arming the natives šŸ˜ For balance reasons, I propose that we don't allow these ships to spawn before the early mid-game (so after t100 or so)

SUMMARY

This is essentially a way to to boost the native's military strength by implementing a mechanism that can reliably supply them with muskets and horses.

IMPLEMENTATION STATUS

I have already implemented most of it in a private branch.

Another option is that the natives actually build native mercenaries, or "gain" them. After all they offer us native mercenaries... But they don't have them themselves? Doesn't make sense...

Hi devolution,

this sounds quite nice to me. Are you planning to add it to 2.8, when it is fully implemented?

I have one remark though: We should also pop a screen notification to the Human Player just informing him about "Rumors spread that Smugglers from Port Royal are selling Weapons and other contraband to Natives". Otherwise Human Players might be surprised and think it is another AI cheat if they suddenly see Natives with Horses and Guns.
