Assets path is wrong on windows hosts

CSS and JavaScript assets get \ in their public paths.

With the latest commit there are more fixes for Windows based servers:

• Core\Session() ID regeneration function is now cross platform.
• Core\Config()->urls('relative') is now properly calculated.
