Move vendor/athlon to resources/ #65

We have some files that we carry with the repo and are outside composer. These are currently stored in vendor/athlon. If we are going to comply with PS-4 and going to have components such as the CMS and Zob in vendor/weareathlon, then maybe we need to move all files of vendor/athlon to vendor/weareathlon.

We decided to move the above to a newly created resources directory in the root of the framework instead of vendor/weareathlon because these are not vendor files but rather resources used by the framework.
