This is a good idea, but certainly a large task. I think we should lean as much as possible on existing tools/technologies. For example, we shouldn't aim to recreate Twitter/Insta/Facebook. We should continue using them, and make our voices louder on these existing platforms.
I think the main issue is the inability to safely share content by Iranian citizens onto these platforms. Perhaps we can create an email account (assuming email is possible), where people can send these videos. Or better yet, create a page where these users can upload their content. Next, once the content is received by us, whether by email or from the upload location, we can then publish this content on their behalf on as many platforms as possible.
Just some of my thoughts.

Hey folks, Not sure how feasible it is, but it is an idea that originated from someone currently in Iran.
Issue: People cannot create a new account on Twitter or log in to their Telegram account because they cannot receive the SMS with the code. Many people have videos, images, or things to say, but they cannot find a safe platform to share them.
Idea:
This is all that we had in mind. Let's discuss how feasible it is and if so, how can we progress
