The goal of this task is to get an estimate for how much work it would take to get a forum up and running for Open Referral UK.

Definition of done: we have an estimate of complexity and # of days work to implement a forum. Also we understand what level of maintenance would be required going forwards (post project).

Two examples to look into:

My BB https://mybb.com/
Discourse https://www.discourse.org/

We're not set on these options if you have any suggestions feel free to make them, but let's constrain our investigation to these two for now.

One feature that might be useful to consider is some form of authenticated signup for the forum, I'm not sure if it's a standard feature but I can imagine for this forum it'd be useful to avoid spam and unrelated chatter. By this I mean, you can register but then before you can make a post you have to be allowed in by an admin, the admin could check the email address and/or we could have a required intro message?
