I've filled in Ailsa's Open Referral UK - Roadmap document and made a stab at resourcing requirements in Por20275 - Open Referral UK Roadmap - Resources needed.

Row 18 of the sheet shows what we expect to be covered by the long tail. It slightly exceeds what Gavin said we could budget but we can probably things fit within the budget fit. Other rows are intended to indicate to Local Digital and others what further costs might come up.

I'd appreciate discussing this with @ailsaleen, @Gavin and/or @Harry (whoever is relevant) and then going on to discuss with Matt and/or an LA person.
