Incorporate accessibility statement into sitemap/design

User story As a user, I can find an accessibility statement on the ORUK website, so that I am able to understand what to expect from the website and whether it will meet my accessibility needs.

As a user, I can find contact information on the ORUK website for accessibility feedback, so that I can get support or effect change if the website does not meet my needs.

What needs to be done

• draft an accessibility statement (or reuse/repurpose one from best practices) - task #74
• ensure it is included on the website plan and mockups (this task)
• add it to the website (task to be added, for sprint 5 or 6)
