If we use cookies, we need to ask user to opt into this.

User story

As a user of of assistive technologies, I want to find and be notified of any cookies used on the website and be able to opt in.

This component will need to have a heading for users to identify using screen readers and be positioned at the top of the page before the skip to content link.
