My own data from ptr show that ENCOUNTER_START event work correctly

That assumption is wrong, if it was true you would have a huge FPS drop on every boss pull.
Do you run bugsack & buggrabber ? Do you show Lua errors ? Can you attach the list of all Lua errors you get to this ticket ? Do you have this problem if you disable all addons except WeakAuras addons, and Bugsack + Buggraber ?
Unrelated to the issue, but i would suggest not mixing "zone name" which is locale dependent and "encounter id" which work for any locale to make your auras work on wow clients with any language set, for auras without an encounter id the best possibility for now is to make it load only on "25 Man Raid" instance size type
edit: it's possible to use (group)zone ids on bcc (unlike classic_era), i want it to be re-added before 2.5.2, it's the correct solution to fix the "zone name" load condition for a widely use auras pack

Not entirely sure, but the FPS drop highly felt like something loaded up suddenly, which I assume that were a 6-7 WAs for that boss as they showed as soon as I died. Another person in the group had the exact experience.

I dont have any Lua errors report atm, but bugsack wasn't showing anything, so I spent a lot of time thinking it was a spellID/EncounterID issue. They're basically just not loading until I die on a boss.... Also on certain trash fights like Water Elemental Totem by Tidecallers in SSC isn't working while alive as well.

The zone id load condition is now in alpha version https://github.com/WeakAuras/WeakAuras2/commit/eb207da7dfe3017c8e49c8d19a868a63c0e9dd47 tooltip show values for the zone you are in.
There is a high chance the bug come from the game not sending correct events, not weakauras, If you had an event tracker log that would help, i mean in-game events, not the combatlog.txt file, you can use https://www.wowace.com/projects/iencountereventtracker or https://www.curseforge.com/wow/addons/transcriptor, i'll run one of them next time my guild do ptr test.

i am using this wa pack(just localized text for our guild) and trying to forse it to load during combat. It does not load in combat until i die. After i die it shows indications it supposed to show. the only load parameter is zone_id = 334 (thats current zone when i am inside tempest keep raid)

3 years ago sadly, the issue still persists. I'll work on it more.
Trying KT at the moment, with both clickable macros deleted, and still getting random load/unload. at least 6 other people in the raid currently are having the same issue.
Like for example, Kaelthas - Gaze from the WA pack is almost always working, but then it randomly unloads the rest of the WAs for the remainder of the fight or loads them.
