SIMD meeting on 2024-06-21 #64

Edit: just use this issue to discuss agenda for 2024-06-~07~21.

There is a meeting invite for tomorrow, 2024-05-24, though there isn't agenda items yet. I suggest we cancel that instance and move the meeting to a monthly cadence, because we are not getting enough agendas for a bi-weekly meeting.

Horizontal ops came up in a LLVM patch: https://github.com/llvm/llvm-project/pull/93948 maybe that is a good subject. @sparker-arm or @akirilov-arm can one of you cover this? I think we can talk about a bit more standard way of doing it comparing to matching shuffle patterns. Filed #65 to have a separate place to discuss details.

Pushed the date by two weeks since there is an in-person CG meeting and some might be still traveling, likely need to move horizontal ops later still, as @sparker-arm won't be able to make it.

I'm interested in hearing more about FP16 and the details of lowering those instructions on x64, so I'm up for meeting.
