Remove phase 5 section from README #190

This section would never be used, since in practice a proposal is either phase 4 or it has been merged into the spec, in which case it goes in the separate document for listing finished features.

I think in the past we've used the phase 5 section for proposals which have been formally adopted by the WG, but not yet merged into the spec document. Hmm, I had forgotten that there could be a nontrivial period of time between WG acceptance and merging. Perhaps the WG should approve some of the current phase 4 proposals for phase 5?
