wit syntax: require semicolons #51

Updates deps to use semicolons, and adopts semicolons in the wasi-clocks wits.

We leave substantive changes open for a week to allow for comment, but since this is mechanical (and I'm doing it across the whole range of cli/http dependencies, in sequence) I am going to merge it through.
