Add Charter #2

Preliminary charter for the working subgroup.

To clarify the purpose of this repository, this is a new repository for use by the WASI Subgroup, rather than being a new Subgroup. As such, it doesn't needs its own charter; we can just operate under the WASI Subgroup's charter here.
