Features/UI rebuild_111_112 (Target List and Target General) #133

  1. This branch is based on the "features/ui-rebuild-107-themes" branch. So the PR #132 should be merged firstly.
  2. This is a draft implementation of Target List and Target General. Fixed the issues related to rest client api and themes, so still require to merge into the "ui-rebuild" branch. So the work will not be blocked by the issues.
  3. Implemented the data model of user profile, users and agencies. This will be refered by Target UI,
  4. Updated some of backend rest apis to integrate with the frontend rest apis.
