Retire the H1 Harvest Agent module and related code from Webapp.

Remove H1 Harvest Agent module
Remove UI components for H1 profiles (but preserving the Harvester Type concept for additional crawlers in future)
Removing redundant bandwidth functionality

There might be other code/logic that can also be removed.

This will take effect from v3.1, and is a prerequisite for the qa-visualization work.
