Automate build of binary distro #81

Currently the binary distribution of an official release is made by hand, which is error-prone. It would be a good idea to automate the process and this would also help us get in the habit of releasing a binary distribution together with the sources when there's a new version.

By the way, would there be a chance to have a binary distribution for the current 3.1.2 release?

We're close to releasing 3.1.3, we'll make sure there's a binary distribution then.
