Settle on minimum PHP version supported via plugin header

I want to move it to at minimum 5.3, potentially 5.4

Prevent loading of resources if version doesn't match, if we bump.

Hopefully WP.org does not allow for installation yet, if PHP version doesn't match, but we can prevent just in case it doesn't

This will be PHP 5.6 if Core devs pull things off this spring.

Handled in 49aabc4
