Audit package.json dependencies #11

There are a bunch of dependencies that should be devDependencies instead - I think pretty much all of them.
Are we using all of the dependencies?
- e.g. we have offline-github-changelog in dependencies and also auto-changelog in devDependencies. Are we using these? Do we need both?
