Add missing src/scss/templates/index.scss file.

Fixes #25

PR https://github.com/WebDevStudios/wd_f/pull/24 takes care of this, but in a different way. @khleomix if the intention is to keep this specific file, then It would need to be added into my PR. I just removed the @import for it since that template is to be gone. Apologies if I misunderstood.
