[ ] Define validation rules for OOR with text versus RoleCode values
[ ] Define schema that include registered RoleCodes
[ ] Define process for updating registered RoleCodes
[ ] What happens if new RoleCode is in a vLEI but has not yet been registered and/or is not in the schema version
[ ] Other corner conditions for validation.
