Implemented saidify-schema command to saidify a schema json file and then add it to ./schema/acdc folder

We previous implemented this functionality here: https://github.com/WebOfTrust/vLEI/blob/e4f06621967db10094d068dd4d19f8364da581b0/src/vlei/generate.py

However the generic saidifying of a file did not meet the needs for the vLEI Ecosystem as we have nested schema who's SAIDs are constraints of other schema.

I'm not sure this repo is the right place for this generic script.
