Change the description in the a block. If this description is changed, shall we change the SAID of the schema?

Thanks for the PR.

This needs to be done in accordance with a version update as it will change the SAID of the schema.

We have other pending changes to the vLEI schema I suggest delaying merging this until we do a new version.
