This PR includes some links and notes on IPFS relevant for discussion.

The core of the IPFS contributon here is this:

• content addressing (merkle-linking) and key addressing URIs
• merkle-link all the cryptographic artifacts everywhere
• integrity checked, decentralized, and highly available distribution!
