Create hybrid_wallet_solutions_x509_DIDs_VCs #39

We expect the adoption of a hybrid wallet capabilities in the EU and elsewhere by combining x509 certificates with DIDs/VCs. This topic paper analyse implementation alternatives on how both worlds can be integrated.
