This is a PR to add a new pre-read paper. The paper is rather long, but all folks have to do is to skim the short abstract up front and skip the rest if it's not for them. Please note that this is one of the eSSIF-Lab subgrantee projects, so I have also added in a brief cross-reference to it within Oskar's ESSIF-Lab paper. I have also updated the ReadMe indexes. Please forgive any broken links / references - I'm not sure where images / media should be placed and how links will finally resolve - sorry!
