[libwebrtc] fix build without pulse audio #1303

Pulse audio is not available on RDK. This change makes libpulse dependency optional.

The change is cherry-picked from https://github.com/WebPlatformForEmbedded/WPEWebKit/pull/1036. Perhaps it was removed with recent libwebrtc update.
