Custom Dashboard #2928

As a user I want to create a custom dashboard to display the things/properties/actions/events that I'm most interested in, so that I don't have to trawl through the long list of things to get to important functions.

Note: We are discussing a feature like this for the WebThings Android app and it would be cool to have this be part of the gateway's web app too. See https://github.com/WebThingsIO/android-app/issues/25
