Things or "No devices yet" message do not appear on first boot #3121

I'm guessing this is a regression from https://github.com/WebThingsIO/gateway/issues/3056

STR:

  1. Flash gateway 1.2.0-alpha.1
  2. Go through first time setup until you reach the Things screen

Expected:

Actual:

It does seem to eventually appear on subsequent loads after a significant delay, so perhaps it's waiting for something.

Edit: When updating to 1.2 from a previous release, I've also noticed that the list of things didn't load the first time I loaded the Things screen.
