Epic: OAuth 2.0 Compliance #3135

Fully implement OAuth 2.0 so that a WoT Consumer can authenticate with the gateway.

This was largely addressed by #3146 and #3147 so I'm going to close this issue.

Some follow-up work to do in #3090 and #3144.
