Powering down gateway seems to cause paired devices to go out of sync #237

I just installed WebThings Gateway on a RPi 3 yesterday to test it as a replacement for my current device controller.

It seems to me that whenever the WebThings Gateway is powered down and then powered back up, my lightbulbs go out of sync. The WebThings Gateway no longer reports the correct status, and I cannot interact with the lightbulbs (i.e turn them on or off, change the brightness, etc...)

Is there something I'm missing, or doing wrong? How do I resync my lightbulbs?

@dmoore44 What kind of light bulbs are using, and through which adapter add-on?

I'm testing two Sengled Element Color Plus (model: E11-N1EA) zigbee bulbs via a dresden elektronik ConBee II adapter.

I've also tested two Cree Connected zigbee bulbs that exhibited the same behavior.
