I cannot easily find the scroll bar buttons because they are so small on the screen as I have trouble pinpointing it with my mouse due to the short width. It would be great if I could adjust them without having to install some third-party display theme or go through some complicated process for what should already be an option available within the accessibility settings if not the system display settings in Windows or any browser settings for that matter!

I think this falls outside the scope of web standards as this is tied to actual browser chrome (the UI) and is handled by each browser company differently. Submitting feedback to the browser that you use is probably the next best step in this instance.
