Update minimum laminas-servicemanager version #251

As part of deprecating Interop\Container\ContainerInterface, this change bumps the minimum version of laminas-servicemanager that the package relies upon, to 3.11, so that it starts off with the release that also deprecated Interop\Container\ContainerInterface.

I'll try to do some work so we can cut a new release this week.

@settermjd I released a 3.1-beta of this package, and a 4.2.0-beta of SlmQueue.

I opted to take this moment to update all required packages to versions that fully support PHP 8.1. So quite a lot of dependencies are bumped.

I'll try it out on our production system, before I bake a new release of both.
