filter= threatened by DHCP DNS update #188

If /etc/resolv.conf gets overwritten, which is technically possible due to a DHCP DNS update (should be very rare), it could disable the service.

We need a way to ensure:

New DNS does not overwrite /etc/resolv.conf
New DNS updates go to /etc/resolv.dnsmasq.conf
