Split "nan-Latn" into "nan-Latn-pehoeji", "nan-Latn-tailo" #1408

Describe the problem

nan-Latn currently use 2 orthography/romanization system.

BCP 47 variant subtags " pehoeji ", " tailo " were requested and added to Language Subtag Registry on 2024-03-04.

We need 2 variants to be listed separately instead of single "nan-Latn"/"nan".
