Is this really still relevant? The standard version starts with 0 what doesn't sound like it would be completed and it was last changed 13 years ago.
This issue has been put aside. It is currently unclear if it will ever be implemented as it seems to cover too narrow of a use case or doesn't seem to fit into Weblate.
Please try to clarify the use case or consider proposing something more generic to make it useful to more users.
mainly its lexing or import /export from weblate IE adverb , Noun parts of speech tagging

Aspell hunspell conversion unfortunately uses it or parts of it. etc
output lexing rules (aspell rules) /aspell templates-DIC from tmx/ETC more modern formats would be much preferable
some older rules for Aspell or etc pull from these legacy solutions , however I'm not above hosting weblate on rpi if i must and getting coarl-tpu's do do some lift and shift if i must.
much to my irritation or having to fork over 100-200 $ a year to move tmx or json from weblate to these legacy solutions to make free dictionaries., and most dont offer great tmx support.

Anyway old languages then having to classifying Them porting a rough English to Myaamia dic.. been chewing on it when I can...
Just tmx to lift/flex wesay for tagging etc.. ie noun adverb etc... And baking rules
