Add dependency list command #157

Add a dependency list command into webperf-core. this will make it easier to check if you have latest version of everything.

Might be interesting to also add logic to look at latest and see if there are any updates

npm packages
python packages
dependencies for specific test like blocklistproject-tracking-nl.tx
